Garbage Collection Exemption Request

An exemption is valid for only one year for the current owner/occupant and is not transferable. 

A resident may apply for one of the following exemptions, pursuant to the City Exemptions from Mandatory Service of Chapter 30.20.020 of the Elk Grove Municipal Code.

Type of Exemption and Requirements

Resident must check the box for the requested exemption and provide all of the required documents listed under the category checked.

Exemption Type
Residence is vacant because of an extended vacation/absence or because structure has been deemed uninhabitable.
Resident self-hauls solid waste for disposal, or off-site trash disposal is used as a result of a farm/ranch operation or other extenuating circumstances exist.
The Secondary structure is one that is located on the same parcel as the primary structure, is detached from the primary structure, consists of one (1) foundation (fixed, permanent cement slab), and is not more than 1,000 square feet in area.
Vacancy Exemption

Vacancy Exemption*

This policy is not intended to be used for real estate that is on the market to be sold, any rental properties or second homes where the address is not a primary residence. Extenuating circumstances may qualify you for a temporary exemption and will be determined by the Recycling and Waste Manager.

Reason for vacancy and dates house will be vacant*
Explain why property is vacant (e.g., death in family and property is in probate) and dates of vacancy. Repossession or foreclosure requires legal documentation from bank.*

Self-Haul Exemption

Self-Haul Exemption*

Exempt haulers are required by state law to remove garbage on a weekly basis. Exempt haulers must provide receipts from a permitted solid-waste facility to the City of Elk Grove on a quarterly basis.

Current invoice from commercial garbage hauler, including type of garbage services or dumpster size, owner’s name and residential address.*

Letter written and signed by the business owner on business stationery, which states resident is authorized to use the business receptacle.*

Receipts from the garbage hauler, which must have the owner’s name or be accompanied by a copy of the business license that references the owner’s name*

The following must apply: 

  • Legal property owner must reside on property.
  • Primary structure owner must subscribe to the normal trash service level.
  • No rental agreement exists between the two property occupants.
  • Second structure occupant is a family member, as defined in the City’s Garbage Collection Exemption Policy.

In order for an exemption to be granted, all required documentation must be submitted with this request form and the form must be a signed original.

There is no exemption for the storm drainage fee. If an exemption is granted, storm drainage fees still apply, will be billed to each account and will continue to accrue. A late charge of 10% of the amount late will be imposed for payments not received by the due date listed on your bill.

By signing this form and requesting an exemption from regular/weekly garbage collection service, I certify that I understand the required provisions of the Garbage Collection Exemption Policies, and I am within compliance for the requested exception. I agree to periodic inspection of my property by City Staff to determine compliance with this application. I also understand that, if the City of Elk Grove Community Enhancement Department determines that a Code violation has occurred because a specific property’s trash or yard debris is creating a nuisance or threatening public health, any approved exemption request will be immediately rescinded, trash carts will be dropped off and billing will commence. The City of Elk Grove will continue to bill for this service until such time as an approval is on file. The City reserves the right to have 30 days to review all requests once all required documentation has been received.
