Bids and Proposals must be addressed and delivered to the Office of the City Clerk, 8401 Laguna Palms Way, Elk Grove, CA 95758. The outside of the envelope must be identified with the appropriate proposal or project title. Bids or proposals not delivered by the specified date and time will be returned unopened.

Public Works Department: Projects, RFPs/RFQs, or Bid
Beginning on January 1, 2021, the City of Elk Grove will be using PlanetBids for the posting of all bid documents on Public Works projects. The City will be accepting electronic bids only on Public Works projects with an engineer's estimate greater than $75,000. For Public Works projects with an engineer's estimate of $75,000 or less the City will still utilize paper bids. Before a contractor may download bid, documents or submit an electronic bid on these City projects, they must register as a vendor. At this time, you are invited to visit the City of Elk Grove Vendor Portal to register as a vendor. Each agency utilizing PlanetBids has their own database of contractors and their own Vendor Portal, therefore, even if you are already registered at another agency using PlanetBids, you must create a new profile specifically for the City of Elk Grove. Upon successful registration, you will be sent a confirmation email and begin receiving Bid Alert emails when projects in your area of interest are posted.
Register as a Vendor or View Bid Opportunities
The City's requests for bids, bid results and notices of award can be obtained through the City of Elk Grove Vendor Portal "Bid Opportunities" window. All necessary forms, specifications, and other bid documents may be viewed and downloaded electronically. Any interested party may view the City's solicitations, as well as the bid results and final notices of award, by logging into the Vendor Portal and using the search features to locate the items of interest.

Annual Pre-Qualification
Notice is hereby given that on February 12, 2014, the City of Elk Grove (City) determined that all bidders on public works to be undertaken by the City, generally with a contract value greater than $500,000, or as determined by the City Engineer, must be pre-qualified prior to submitting bids for public works. It is mandatory that all Licensed Contractors who intend to submit bids fully complete the pre-qualification questionnaire, provide all materials requested herein, and be approved by the City to be on the final Bidders list. No bid will be accepted from a Contractor that has failed to comply with these requirements.
The pre-qualification packages should be submitted by email to pwbidinquiry@elkgrovecity.org or under seal and marked CONFIDENTIAL to the City of Elk Grove, Attention: City Clerk, 8401 Laguna Palms Way, Elk Grove, CA 95758. Pre-qualification applications may be submitted during regular working hours on any day that the City of Elk Grove is open, Monday-Friday 8:00am-5:00pm

At times those contracts necessitate the Consultant to solicit for specialty services by a sub-consultant. The City is not responsible and does not manage or oversee content of any website provided below, nor does the City review RFPs/Bids posted by Consultant, or responses submitted as a result of the posting. Any awarded contracts shall be with the Consultant, and not the City. Therefore, award of a contract based on the links below does not create a direct contractual relationship between the sub-consultant and the City. All work shall be provided by and managed through the Consultant.
