The Adopted District Map Plan

Following the public hearing of Item 8.2 heard on April 13, 2022, the City Council adopted Resolution No. 2022-077 adopting legal descriptions and map of City Council Member Residency Districts:

Finalist District Map Plans

Following public hearing Item 8.2 heard on March 9, 2022, the City Council selected draft map plans to be reviewed by the demographer and returned to select a final district map plan on March 23, 2022. The maps selected were Map 11, Map 12, and a variation to Map 11 was requested (which is posted to this website denoted as Map 11A as identified during the 03-09-22 meeting and cross referenced by the sequential ordering of map submittals as Map 22 - the variant of Map 11). After the discussion and selection of Map 11 as the district map on March 23, 2022, the final action to adopt Map 11 as the district map will be returned to a public hearing on April 13, 2022.

DistrictR offers an online map drawing tool to draw neighborhoods or communities of interest, or draw a map with four city council districts.
Public participation is a vital part of this process. The community was encouraged to draw and submit recommendations of communities of interest, as well as submit district configuration maps.

The goal of redistricting is to finalize a final district map plan of four districts, each of equivalent population close to 44,140 people (variations by ±5% can be considered), and drawn maps must be compliant with federal and state law.

DistrictR offers data layers that can be accessed by the tabbed menu to the right of the drawing area. In the upper right is a menu button that allows exporting of maps and data.  

Parameters for Consideration When Drawing Districts

  • Districts should be geographically contiguous (each district should be one piece minimizing separations);
  • Districts should respect the integrity of local neighborhoods or communities of interest in a manner that minimizes their division;
  • District boundaries should be easily identifiable and understandable by following natural or artificial barriers (rivers, streets, highways, rail lines, etc.);
  • Districts should be geographically compact in a manner that nearby areas of population are not bypassed in favor of more distant populations

On February 23, 2022 a staff report provided an update on the Redistricting Project outreach plan to the community, and staff provided examples of Communities of Interest and possible local principles of redistricting for consideration when evaluating map submittals. In addition to the federal and state requirements, the local principles of redistricting and submitted communities of interest will be taken into consideration when evaluating maps. The February 23, 2022 meeting video includes the visual presentation given by staff.

On March 9, 2022 a staff report provided the evaluations of the twenty-one maps (21) submitted (in addition to the maps of the staff report, additional map submittals were received prior to the meeting start time and routed via staff memo ). The City Council narrowed the focus to three total draft plans: Map 11, Map 12, and a request for a variation of Map 11. The March 9, 2022 meeting video includes the visual presentation given by staff.

DistrictR User Guidelines

For those who chose to use the DistrictR tool, these three steps were requested to submit a map once completed:

  1. click the "Save" button in the upper right-hand corner;
  2. give your map a name; and
  3. click "Share to Gallery."

Once done, select "Share Now" to save it to the Public Gallery; drafts saved as "Works in Progress" were not shared with the City Council.

When using DistrictR, be mindful of the percentage value displayed at the bottom right side of the page. It is showing the maximum population deviation, for a single district from the ideal. The City sought plans that had a total population deviation between the most populated district and the least populated district that was less than 10%. So, to be safe, aiming for a maximum population deviation under 5% was preferred.

With by district elections, the City will be divided into four districts, and voters in each district will elect a City Council member who lives in their own district. The Mayor will continue to be elected by voters across Elk Grove.

Submitted Designs of Communities of Interest

As maps were submitted through the DistrictR site, staff posted submittals of communities of interest at this location. These submitted maps of Communities of Interest were used to assist in drafting district map proposals and evaluations. Note that these maps often utilize the DistrictR program, and the Census block divisions do not always match/align to an existing mapped area or boundary. In the event a source document was utilized, the source was also posted for reference.

The submitted maps of district map proposals were included in the City Council review on March 9, 2022 to narrow the field of submittals to identify preferred alternatives for analysis prior to selection of a final District Map.
