Storm Water Quality Program

The Sacramento Storm Water Quality Partnership

In 2008, the cities of Citrus Heights, Elk Grove, Folsom, Galt, Rancho Cordova, Sacramento, and the County of Sacramento were reissued a National Pollutant Discharge Elimination System (NPDES) Municipal Storm Water Permit (MS4) from the California Regional Water Quality Control Board, Central Valley Region to allow the lawful discharge of Sacramento area urban runoff into local creeks and rivers. The Storm Water Permit, a result of federal regulations driven by the Clean Water Act requires the permitees in the Sacramento Storm Water Quality Partnership to reduce pollutants in urban storm water discharges to the maximum extent practicable.

The City is committed to preserving and improving water quality in our natural resources represented by creeks, channels, and streams throughout the City. In compliance with the State mandated NPDES Permit, the city manages the following ongoing activities:

  • Compliance and reporting consistent with the Permit
  • Collaboration with the other permittees in the Sacramento Stormwater Quality Partnership (SSQP). For more info please visit the SSQP website.
  • Execution of multi-year permits and agreements for stream/channel maintenance with various State and Federal agencies that enforce environmental compliance.
  • NPDES inspections and construction compliance.

Illegal Discharges

If you witness illegal dumping into the City's storm drain system, please contact the City of Elk Grove Police Department at (916) 714-5115.

If you witness erosion problems at construction sites, call Public Works at (916) 687-3005.

Storm Water Utility Fee

Storm Water Utility Fees are collected to maintain publicly-owned water drainage facilities, manage flood control and execute the Stormwater Quality Program.

There currently are two fee zones in the Storm Water Utility Fee Program - the Zone 1 rate originated in the County prior to the City incorporating and the Zone 2 rate was established in 2004 by the City for developing areas.
