2021 Safety Element Update

2021 Safety Element Update

In 2019, the State adopted new requirements for General Plan Safety Elements. The first change, SB 99, requires the City to identify residential developments in any hazard area (e.g., floodplain, high fire area) that does not have at least two emergency evacuation routes. The second change, AB 747, requires the City to identify evacuation routes and their capacity, safety, and viability under a range of emergency scenarios.

The first update (SB 99) is available for public review and is planned for adoption as part of the 2021 Housing Element Update. These changes are considered as part of the Housing Element Update SEIR.

The second update (AB 747) is being prepared and will be available for public review in late spring/summer 2021.
