Utility Billing

Frequently Asked Billing Questions

QuestionI am moving into a new home in Elk Grove. How do I set up service?

AnswerPlease contact the City of Elk Grove Utility Billing division at (916) 478-3642 to request that your billing and trash service be set up. If you are moving to a newly built home, trash cans will be deposited in front of your house within 7 days of your call to the City. Please be prepared with information on how many trash, recyclable and green waste cans (and their sizes) that you would like. If you don’t receive your cart before your weekly day of service, you can bag your trash and put it out by the curb as you would with your trash cart. The bags will be picked up as your cart normally would. Please note: It could take up to 90 days to receive your first Utility bill, depending upon what point in the billing cycle you initiate service.

QuestionI am moving out of my Elk Grove home and wish to discontinue service. How do I do that?

AnswerPlease contact the City of Elk Grove Utility Billing division at (916) 478-3642. We will put the appropriate information into your account and once we have record of your home’s sale, the bill will be finalized and mailed to the forwarding address that you provide.

QuestionI have moved out of my home and would like to have my name removed from the bill. How do I do that?

AnswerThe legal owner of the property is responsible for all charges until the recorded date of sale. Once the property has been recorded and verified through the Assessor's office, we will change the name to the new owner. We cannot legally change the name on an account without verification from the Assessor's office or receiving a copy of the Deed of Sale from your closing papers. Once this information is received we will credit and charge the appropriate parties based on the date of sale. This process can take anywhere from 30-120 days to receive this information. If you would like to expedite this process, please fax a copy of the Deed of Sale (Grant Deed) to (916) 683-1256.

QuestionI have questions about what other services Allied Waste offers, where can I find that information?

AnswerYou may call Allied Waste directly at (916) 635-2500 to schedule any additional services such as bulky waste removal, extra pick-ups, or to have Allied Waste remove a television or computer monitor. You may also call them when you would like to change your cart sizes. There are additional fees for these services and you will receive those charges on your Utility Bill.

QuestionWhen is my Bill due?

Your Elk Grove City Utility Bill is billed two months in advance and due 45 days from the date on the bill. The due date can be found in the “Account Charges” area of your bill. Please note: If your payment is not received by Day 45 of the billing cycle, you may be assessed a late fee. The City can take action to collect delinquent bills, including charging fees and penalties as well as placing a lien against your property.

QuestionHow can I pay my Bill?

QuestionIs it customary for an owner or a tenant to receive the Utility Bill?

AnswerEither a tenant or an owner can receive and pay for the utility bill, but the owner of record on the property is always responsible for any past due amounts. If you are an owner of a rental and need to change where your Utility Bill is currently mailed, you may contact the City to request a Utility Account Change Form. Or click here to download the form directly.

QuestionIs a new tenant responsible for past due amounts on the utility bill prior to their occupancy date?

AnswerA new tenant is not responsible for arrears owing prior to their occupancy date, but the amount will stay outstanding on the bill until it is paid. All charges are ultimately the owner’s responsibility and be subject to the lien process if it remains unpaid.

QuestionMy bill shows a different amount than the standard flat rate amount, why?

AnswerAny time you change or add a cart to the Utility Billing system, it automatically pro-rates the dollar amount so you are charged exactly the correct amount. If you move in the middle of the month or change out a cart size mid-cycle, you will only be charged for the days in which you used that service. This pro-rates your account for the total number of days for the entire bill cycle. (e.g. If you changed your cart on 7/15, you would be billed from 7/15-8/31 for a total of 47 days). This also allows old owners to be properly credited and new owners charged appropriately based on the date of sale for the resident. If you do not change your cart size, or start mid-cycle, your bill would be the regular flat rate.
