Development Related Fees

(due at the time of building permit issuance)

Please see the City’s webpage or see the 2008 Development Related Fee Booklet. The City recommends reviewing the Planned Fee Updates section of this webpage on a regular basis. The Fee Booklet is also available for sale for $2.50 at the cashier’s window of City Hall at 8401 Laguna Palms Way, Elk Grove. Notice you can sign up for email updates to these two webpage sites so you can be notified each time these websites are updated.

As the Fee Booklet disclaimer on the first page states, not all payments, conditions, and agreements are included in the Fee Booklet. The Laguna Ridge Specific Plan Area includes certain properties whose owners participated in land acquisition/dedication costs for public improvements for the benefit of all Laguna Ridge Specific Plan properties, including “non-participating” property owners, who did not initially participate in these costs.

Laguna Ridge Specific Plan property owners (including non-participating property owners) are conditioned by the City to pay the project’s share of land acquisition/dedication costs that are not funded by other sources. This condition may be satisfied by:

(1) Becoming a party to an Indemnification, Hold Harmless, and Defense Agreement in a form acceptable to the City with respect to any claims arising out of the project approval, and

(a) Entering into a Master Cost Sharing Agreement, in a form acceptable to the City, with the Laguna Ridge Owner’s Group; or

(b) By the payment of cash to the Laguna Ridge Owner’s Group in an amount agreed to by the Laguna Ridge Owner’s Group and the City as the project applicant’s share of the land acquisition/dedication costs; or

(c) By some combination of the methods outlined in (a) and (b) above, in a form acceptable to the City.

Similar to land acquisition/dedication costs, the Laguna Ridge Specific Plan property owners (including non-participating property owners) will be conditioned to pay the project’s share of park and park related improvement costs that are not funded by other sources. This condition may be satisfied by:

(1) Becoming a party to an Indemnification, Hold Harmless and Defense Agreement in a form acceptable to the City with respect to any claims arising out of the project approval, and

(a) Entering into a Master Cost Sharing Agreement with the Laguna Ridge Owner’s Group, in a form acceptable to the City; or

(b) By the payment of cash, as the project applicant’s share of the cost of the public improvements, to the Laguna Ridge Owner’s Group in an amount agreed to by the Laguna Ridge Owner’s Group and the City; or

(c) By the payment of a park fee that fully funds the project applicant’s fair share cost of the Laguna Ridge Specific Plan park improvements, as calculated by the City; or

(d) By some combination of the methods outlined in (a), (b), and (c), above, in a form acceptable to the City.

Financing District Information

(special taxes and assessments appearing on the property tax bill)

Mello Roos Community Facilities Districts (CFDs). There are two infrastructure CFDs and one services CFD in the Laguna Ridge Specific Plan Area. Note that one of the two infrastructure CFDs has a services component.

1. Elk Grove Unified School District CFD No. 1. The School District, not the City administers this infrastructure CFD. For further information on this CFD, please go to CFD Information. For specific information on rates, etc. on this CFD, please call the Elk Grove Unified School District at (916) 686-7562. All properties within the Laguna Ridge Specific Plan are already annexed into this CFD.

2. Laguna Ridge CFD 2005-1. This is an infrastructure CFD with a services component. For further information on this CFD, please review the City’s webpage, located at CFD Information. Be sure and review the information under the infrastructure section of the webpage, as well as the information under the services section of the webpage on this CFD as the infrastructure and services components have separate information. Properties within the Laguna Ridge Specific Plan Area will be conditioned to annex into this CFD if they are not already part of the CFD. The application fee to annex to this financing district can be found in the 2008 Development Related Fee Booklet outlined in the fee section above.

3. Police Services CFD 2003-2. This services CFD funds public safety services, and specifically police protection operation services. For further information, please go to CFD Information. Properties are conditioned to annex into this CFD typically prior to Final Map. The application fee to annex to this financing district can be found in the 2008 Development Related Fee Booklet outlined in the fee section above.

Assessment Districts. There is one infrastructure Assessment District and three services Assessment Districts in the Laguna Ridge Specific Plan Area.

1. Sacramento County Water Agency (SCWA) Zone 13. The SCWA, not the City administers this infrastructure Assessment District. For further information on this district, please go to Assessment/Other Districts. For specific information on rates, etc., please call the SCWA at (916) 874-2897. All properties within the Laguna Ridge Specific Plan are already annexed into this district.

2. Elk Grove/Cosumnes Community Services District Lighting and Landscape District. The Elk Grove/Cosumnes Community Services District, not the City administers this services Assessment District. For further information on this district, please go to Assessment/Other Districts. For specific information on rates, etc., please call the Elk Grove/Cosumnes Community Services District at (916) 405-7150. This district funds maintenance of Elk Grove/Cosumnes Community Services District facilities that have a district-wide benefit. All properties within the Laguna Ridge Specific Plan are already annexed into this district.

3. Street Maintenance District No. 1. The City administers this Assessment District. For further information on this district, please go to the City’s website and review the Zone 5 information at Assessment/Other Districts. Be sure you review the Zone 5 information which is the Zone that the Laguna Ridge Specific Plan Area lies within. Properties are conditioned to annex into this CFD typically prior to Final Map. The application fee to annex to this financing district can be found in the 2008 Development Related Fee Booklet outlined in the fee section above.

4. Street Lighting Maintenance District No. 1. The City administers this Assessment District. For further information on this district, please go to the City’s website and review the Zone 2 information at Assessment/Other Districts. Be sure you review the Zone 2 information which is the Zone that the Laguna Ridge Specific Plan Area lies within. All properties within the Laguna Ridge Specific Plan are already annexed into this district.
