Financial Planning Division Overview
The Financial Planning Division oversees budgeting, development impact fee programs, and financing districts including Mello Roos Community Facilities Districts (CFDs), Assessment Districts, and other financing districts and programs. The Financial Planning Division staff members serve as the primary advisors to the City Manager, City Council and City Departments in financial planning.

To develop and provide effective and timely financial analysis, information, and assistance, and to promote best practices in Finance and budgeting for our customers who are our elected officials, City staff, residents and businesses in Elk Grove, as well as other agencies, companies, and individuals.

Rebecca L. Craig, CPA
Finance Director
Finance Director Rebecca Craig has more than 12 years experience in local government. She first served as Finance Director for the City of O’Fallon, Missouri and progressed to the County of St. Charles, Missouri in a similar position. Both of those environments reflected fast residential growth communities followed by commercial that included diversified job sectors.
In the fall of 2007, Ms. Craig joined the City of Elk Grove as Assistant Finance Director and was soon thereafter appointed Finance Director by Interim City Manager, Jim Estep. The Finance Department is responsible for financial planning and administration, cash management, accounting and reporting, payroll processing, purchasing, utility billing and cash receipting.
Ms. Craig has a bachelor's degree in accounting from the University of Missouri in Columbia and is a certified public accountant (CPA). She is a member of the Government Finance Officers Association and California State Municipal Finance Officers Association.
