Waterman Rd. Rehab & Bike Lanes/Bond to Sheldon

Project Overview

This project will reconstruct Waterman Road between Sheldon Road and Bond Road. The existing number of lanes will be perpetuated with the reconstruction (ie....one lane in each direction).  Standard shoulder widths will be added which will also function as bike lanes.  A portion of the reconstruction is within the Rural Roads boundary and as such, the roadway will be reconstructed to meet the Rural Roads Standards.

Environmental surveys, geotechnical field explorations, and topographic surveys were completed in the summer of 2016.  Final design was completed in March 2018.  The environmental document is complete and all required permits are in place.  In preparation for the upcoming roadway construction and as documented in the Project's environmental document, it was necessary to remove trees in conflict with the project prior to the start of the nesting season for migratory birds.  The tree removal work was completed in February 2018 and construction is expected to begin in the summer of 2018.

There were a few utilities that were in conflict with the project and those utilities were relocated under an encroachment permit from the City in the spring of 2018.

Construction Updates

Construction and Roadway Closure September/October 2018

At the 10/11/2017 City Council meeting, the Council approved the resident’s preference for a full closure of the roadway during pavement reconstruction.  At the 5/23/18 City Council Meeting, the Council awarded the construction contract to Granite Construction Company.  Construction started in August and the closure is expected to begin in September 2018 and be complete in October 2018.   In order to minimize disruptions to traffic in the surrounding areas, the full closure for this Project was coordinated with the Sheldon & Bradshaw/Intersection Project which opened to traffic in August.


In 2014 the City of Elk Grove applied for and received a Regional Transportation Improvement grant funds from the Sacramento Area Council of Governments (SACOG) in the amount of $2.9 million. Since this project received Regional Surface Transportation Program funds, which include Federal funds, it must comply with Caltrans and FHWA requirements.

A Community Open House meeting was held the evening of Tuesday, November 1, 2016 at the Pleasant Grove High School cafeteria.  Below are the documents presented at the Community Open House meeting.  At this meeting there was a unanimous preference to provide a full closure of the roadway during pavement reconstruction instead of a staged closure.
