Press Release - Draft Environmental Report Released on Multi-Sport Park Complex

The City of Elk Grove and the Sacramento Local Agency Formation Commission (LAFCo) have released a Draft Environmental Impact Report (EIR) identifying the potential environmental effects of a Multi-Sport Park Complex proposed on approximately 100 acres of property on the south side of Grant Line Road at the intersection of Waterman Road, just outside the City limits. LAFCo and the City are accepting comments on the EIR until August 14.

The City purchased the property under review in 2014 to potentially expand the competitive recreational space available for training and tournament play for long-field sports such as soccer, rugby and lacrosse. Initial planning for the project has also included space for agricultural events such as the Sacramento County Fair and a stadium. A final design for the facility has not been decided.

Under State law, a two-step process is required to add property to a City’s Sphere of Influence (SOI) and annex it. LAFCo is the approving authority for both actions. The City began the process to annex this property into the City by filing an application with the LAFCo in 2015. At the Commission’s request, the City has included adjoining lands to the southwest and northeast as part of the SOI application. These lands, totaling approximately 561 acres, represent the Project. The City proposes to zone these surrounding properties to commercial, industrial, and mixed use development to increase employment opportunities.

Comments on the EIR should be sent to Don Lockhart, AICP at the Sacramento Local Agency Formation Commission at 1112 I Street, Suite 100, Sacramento, CA 95814 or by email at Don.Lockhart@SacLAFCo.org on or before August 14.

At the conclusion of the public review period, the City and LAFCo will prepare a Final EIR, which will respond to comments on the Draft. A hearing before LAFCo will then be set to consider the SOIA request. A date for this meeting has not been identified yet. Once the City has finalized the design and financing for the complex, the Project will return to LAFCo for consideration of the annexation.

The Elk Grove City Council must approve a final design and financing plan for the Project. Financing plans are still being developed. No meeting date to consider these details has been identified and there is no estimated completion date for the Project.
