Press Release - Elk Grove Hires Economic Development Director

Darrell DoanThe City of Elk Grove announced today the selection of Darrell Doan as its next Economic Development Director.

Mr. Doan has more than 14 years of experience in public planning, economic development, and redevelopment.  He comes to Elk Grove from the City of Alameda where he served as the city’s first Economic Development Division Manager.  Mr. Doan has been responsible for developing Alameda’s strategy to grow the city’s jobs and tax bases by marketing the city as a low-cost and business friendly alternative to larger Bay Area cities.  Recent achievements include implementation of the city’s new permit expediting program, and the attraction of Wrightspeed, a manufacturer of electric powertrain units for commercial trucks, from the City of San Jose to Alameda Point.  The move is expected to generate 280 new jobs by 2018.

Prior to his work in Alameda, Mr. Doan served as the Director of Economic Development and Managing Director of Real Estate Development for the Baltimore Development Corporation, the City of Baltimore’s quasi-public economic development agency.  In these roles, Mr. Doan was responsible for overseeing a $3 billion commercial and mixed-use development portfolio, including over $300 million of city-funded infrastructure and tax credits.

Mr. Doan joins the City of Elk Grove as it prepares to tackle one of its most ambitious projects to date, development of the Southeast Policy Area (SEPA).  The 1,200 acre master plan area situated west of Highway 99, north of Kammerer Road, is Elk Grove’s first city-initiated master plan since incorporation in July 2000 and the last large-scale development within the city.

Elk Grove City Manager, Laura Gill said “We are very excited to have Darrell join the City of Elk Grove.  I believe he has the energy, enthusiasm, and entrepreneurial approach that our City needs to attract innovative businesses to Elk Grove that improve our jobs to housing imbalance.”

Mr. Doan earned his Bachelor’s Degree in Political Science from the University of California at Davis.  He holds a master’s degree in City and Regional Planning from Rutgers University.

Mr. Doan is expected to start work with the City in late May.
