Biography
Patrick S. Blacklock
Assistant City Manager of Development Services
Prior to his service with the City of Elk Grove, Patrick S. Blacklock served as the Dean for Careers and Technology at Cosumnes River College and was the first County Administrative Officer for the County of Amador for almost six years.
During that time, Blacklock concurrently served as the County’s Land Use Agency Director. In that capacity, Blacklock had direct oversight of the Planning, Building, and Environmental Health departments. Accomplishments during his tenure in Amador County include the development and completion of several capital improvement projects, redevelopment of a former mill site into a commercial and industrial regional workforce center, creation of a streamlined Building Department plan check system, and establishment of a customer service feedback process to facilitate continuous improvement.
Most recently, Blacklock has assisted the College with development of a certificate and associated coursework in green building design and construction.
Blacklock obtained both his Bachelor’s and Master’s Degrees from the University of California, Davis. He currently serves as the volunteer President of UC Davis’s alumni organization, the Cal Aggie Alumni Association.
