Deputy City Manager
Cody Tubbs has served the City of Elk Grove since 2003, first as Intergovernmental Relations Officer and then, beginning in 2004, Director of Communications. He became Deputy City Manager in 2007 and was Interim City Manager for three months in the spring of 2008. He provides leadership and day to day management oversight of the community’s Neighborhood Services, including Transit (e-tran and e-van), Code Enforcement, Animal Services, Integrated Waste, and Youth Services.
Before joining the City of Elk Grove, Cody was the Sacramento Valley regional representative for the League of California Cities. He also served in government relations for a statewide association of engineering firms and for four years was on the staff of the late Congressman Robert T. Matsui, who represented a portion of what is now the City of Elk Grove.
Cody received his Bachelor of Arts degree, cum laude, in Political Science from The George Washington University in Washington, DC. He is an active member of the International City/County Management Association (ICMA) and the City Managers’ Department of the League of California Cities.
