Biography
Laura S. Gill
City Manager
On May 14, 2008, the Elk Grove City Council appointed Laura S. Gill as the City’s third City Manager. Laura begins her service to Elk Grove on Monday, June 16, 2008. As the City Manager, Laura is responsible for the day-to-day oversight and management of all City departments.
Laura comes to Elk Grove from the County of El Dorado, where she served as the County’s Chief Administrative Officer for five years. In that position, she reported to a five-member Board of Supervisors. Her accomplishments as CAO include increasing and maintaining the county’s combined General Fund contingency and reserves to 8 percent of annual appropriations, improvements to the budget and agenda preparation systems, and the implementation of several reorganizations including the merger of the Community Services and Social Services departments, the merger of the Building and Planning departments, the integration of Risk Management within Human Resources, and the refocusing of the General Services Department.
Prior to her work in El Dorado County Laura served the City of Durham, North Carolina for more than 15 years. She began her career there as a Budget and Management Analyst, rising through the ranks to Budget and Management Services Director. She also served as an Interim Assistant City Manager, Interim Property and Facilities Management Director, and Senior Assistant to the City Manager.
Laura obtained her Masters Degree in Public Administration from the University of North Carolina at Chapel Hill and her Bachelor’s Degree from Wake Forest University in Winston-Salem, North Carolina. Laura and her husband, Nav, have three school-aged children.
