The City of Elk Grove is a general law city. General Municipal Elections are governed by the State of California Government Code and Elections Code and are consolidated with statewide elections. Term of office is four (4) years, commencing with the certification of the election results by the City Council.

Nomination (Filing) Period
July 14 thru August 8

The filing period for the nomination of candidates opens on July 14, 2008, 8:00 a.m., and closes on August 8, 2008 at 5:00 p.m. Official nomination papers and election forms for municipal offices will be available and must be issued only from the Office of the City Clerk during the nomination period. The regular business hours of the City Clerk are 8:00 a.m. through 12 noon, and 1:00 p.m. through 5:00 p.m., Monday through Friday. The City Clerk’s Office is located at 8380 Laguna Palms Way, Suite 200, Elk Grove, California. (Telephone: 916-683-7111)

Last Day to Withdraw Nomination Papers
August 8, 2008

Nomination papers may be withdrawn until the end of the nomination period. If the nomination period is extended because an incumbent did not file, the nomination papers may be withdrawn to the end of the nomination period extension for that specific district.
The filing fee is not refundable.

Nomination Period Extension
August 11, 2008 thru August 13, 2008

August 13, 2008 is the last date a candidate may file nomination papers during the extension period. The extension period is instituted if nomination papers are not filed by an incumbent by the August 8, 2008, 5:00 p.m. deadline. The extension period is exclusive to the district wherein the incumbent did not file nomination papers.
 
Candidate Qualifications
Candidates interested in running for Elk Grove public office must meet the following requirements established by the State of California Elections Code:

  1. Must be a registered voter.
  2. Must be a resident of the Council district from which he/she will be elected at the time the nomination papers are issued and throughout the term of office.
  3. Must be at least eighteen (18) years of age on election day.
  4. Must be a citizen of the United States.

Nomination Papers
The nomination petition filed with the City Clerk shall be signed by not less than 20 nor more than 30 registered voters residing in the City of Elk Grove. The signatures affixed to the nomination paper will be verified by the Sacramento County Registrar of Voters.

All nomination documents must be completed and submitted to the City Clerk no later than August 8, 2008 at 5:00 p.m. If an incumbent fails to file by the deadline, the nomination period for that district will be extended to August 13, 2008, 5:00 p.m. The incumbent may not file nomination papers during this extended period.

Parties interested in candidacy will be provided additional information on the filing of other required documents at the issuance of the candidate packet during the nomination period.

Filing Fee
A non-refundable filing fee of $25 is payable at the time the completed nomination petition is returned to the City Clerk for filing.

Campaign Disclosure Statements
The Political Reform Act (PRA) requires candidates and committees to regularly file reports disclosing information relative to campaign contributions and expenditures. The Fair Political Practices Commission is the enforcement body of the PRA. Information manuals and forms prepared by the Fair Political Practices Commission will be provided to candidates during candidate orientation at the issuance of the nomination packet. Inquiries relative to the interpretation and applicability of the Political Reform Act should be directed to the Technical Assistance Division of the FPPC at 916-322-5660. Randomized Alphabet Drawing
August 14, 2008

The Secretary of State will conduct the randomized alphabet drawing on August 14, 2008 at 11 a.m. The randomized alphabet drawing determines the order in which candidates’ names appear on the ballot.

Candidate Write-in Filing Period
September 8 through October 21, 2008

The filing period for write-in candidates is September 8 to October 21, 2008. The filing requirements for the Write-in candidate are the same as for other candidates. The write-in candidate’s name, however, will not appear on the ballot.

Absentee Voter Information
October 6, 2008 to October 28, 2008

Voters may request absentee/vote by mail ballots during the period of October 6, 2008 to October 28, 2008. Absentee ballots may be requested by contacting the Voter Registration and Elections Office at 916-875-6269. Criteria and information on absentee voting may be accessed at www.saccounty.net/elections/ENG/absentee/vote-absentee/index.html.

Polling place information is maintained by the Sacramento County Registrar of Voters. You may access this information by visiting www.saccounty.net/elections/ENG/polling-place-information/. Deadline for Voter Registration
October 20, 2008

October 20, 2008 is the last date to register to vote in the November 4, 2008 General Municipal Election. Registration forms are available at the City Clerk’s Office and may also be downloaded by accessing www.ss.ca.gov/elections/voterg1.html.

Election Day
November 4, 2008

Polls are open from 7 a.m. to 8 p.m. on Election Day.
