Online City HallElk Grove Building Safety & Inspection issues permits and performs plan checks and inspections for building, plumbing, mechanical and electrical permits. Plan review, permitting and performing inspections helps the City of Elk Grove ensure the safety of the general public and the occupants of regulated structures within Elk Grove.

The City of Elk Grove has adopted the State codes as set forth by the State of California Building Standards Commission. Following are the codes in effect at this time:

  • 2007 California Administrative Code
  • 2007 California Building Code
  • 2007 California Plumbing Code
  • 2007 California Electrical Code
  • 2007 California Mechanical Code

The codes apply to new construction as well as modifications to existing structures. Many types of permits do not require the preparation of plans or blueprints, such as water heater and/or heating and air conditioning replacements, installation of water softeners, roof replacements, etc. These types of permits may be issued over the counter. When the scope of work requires the submittal of building plans, those plans are reviewed by staff for compliance with the applicable codes. When the plan reviewed is completed and the plans have been approved, a permit can be issued.

Rick Renfro
Chief Building Official

Rick Renfro, Chief Building Official

Rick Renfro is an International Code Council (ICC) Certified Building Official and has been with the City for over five years as Chief Building Official. He currently serves on the Board of Directors for the California Association of Building Officials (CALBO). He also served as a Commissioner for the CALBO Training Institute (CTI) for over eight years. In addition, Rick serves as an instructor for CTI, providing training classes for California building professionals, engineers and architects.

Rick has also served as Chairman of the Education Committee for the Sacramento Valley Association of Building Officials (2003-2005).He is also a past president for the Shasta/Cascade International Code Council Chapter of Building Officials.

In addition to his involvement in a variety of organizations and associations, he has been awarded for Outstanding Contributions from the Sacramento Association of Building Officials Chapter of International Code Council in 2005.
